Beyond the popular discourse: capacity constraints in the public sector

There is an aspect of politics of transformation that has not attracted the attention it deserves—the reorgansition of the public service on the basis of the New Public Management (NPM) from the mid-1990s. We will see that these measures have had important consequences for the way that the public service is structured and, in particular, on the way that its bureaucratic character has been intentionally eroded.
