PARI is working with the International Institute for Environment and Development (IIED), the Columbia Centre on Sustainable Investment (CCSI) and the South African Local Government Association (SALGA), to develop guidelines for municipalities to unlock land for a just transition.
Land is often an invisible subject in the work towards a sustainable, low-carbon economy that is fair and inclusive for all. Considering that land is the host of all climate responses, the visibility of land should be one of the key aspects taken into consideration when planning for municipal climate responses.
SALGA, IIED, CCSI and Public Affairs Research Institute (PARI), have developed draft guidelines to support municipalities to:
• Articulate their role of land in ways that advance the objectives of the just transition and ensure decisions regarding land advancement focused on the three pillars of justice (redistributive, restorative, and procedural),
• Clarify relevant processes, policies, practices and regulatory frameworks that govern elements of just land administration, governance and management,
• Foster vertical and horizontal coordination and collaboration, between municipalities, provincial and national government, and non-governmental stakeholders, and
• Support inclusive and participatory municipal land governance, administration and management.
