PARI and the Public Service Accountability Monitor (PSAM) recently submitted public comment to the Public Service Commission (PSC) on the draft PSC Bill. The Bill seeks to enhance the conditions for the impartiality and independence of the PSC and to strengthen the Commission in playing its constitutionally mandated role in relation to local government and public entities. PARI and PSAM strongly support this vision, though we propose that certain provisions in the draft Bill should be bolstered: our proposals would help to institutionalise the PSC as a non-partisan bulwark against patronage-based corruption, and support the development of a more stable, productive political-administrative interface.
