On 3 November, Dr Tracy Ledger was a panel member at the Water Rights Webinar Series 3rd session, on Makana Municipality. The series is organised by SERI and the Mail & Guardian.

Dr Ledger presented her report on S139 interventions in municipalities, Mind the Gap.

@drtracyledger @PARInstitute : What has gone wrong with all these interventions is that
1) interventions come to late
2) sections are interpreted wrongly
3) administrators are used incorrectly

: The law and the Constitution refers instead to “interdependent spheres of government”. Province has the responsibility to correctly diagnose the problem. If provinces fail to initiate interventions, @TreasuryRSA is obliged to intervene but they have not done so.
