Citizen-Based Monitoring Handbooks

Integrity Action, a COMPACT partner, has developed handbooks for monitors who participate in the citizen-based monitoring programme (CBM) at South African municipalities. The monitors handbook aims to assist monitors with the required knowledge to work together with their municipalities to enhance accountability and improve service delivery.  The handbook is currently available in English, Afrikaans and isiXhosa and further translation into isiZulu and Sesotho is forthcoming.

Citizen-based monitoring is a social accountability approach where citizens, currently mostly ward committee members at partner municipalities, are trained to monitor local public services, report monitoring data via an on-line tech tool, and collaboratively work with local government to find solutions on identified areas. COMPACT is currently piloting CBM in Oudtshoorn and Kouga local municipalities. Read more about CBM here.
