The Department of Public Service and Administration (DPSA) has published draft regulations for a central register for tracking dismissals and disciplinary cases across government.
PARI, with the Public Service Accountability Monitor, The Ethics Institute and The Equality Collective, has just submitted public comment to the DPSA on the regulations. We welcome the establishment of a central register of misconduct cases for the public service and municipalities. This initiative has the potential to enhance the state’s capacities in integrity management and we are very supportive.
We note, however, that the regulations do not apply to public entities because of the limited coverage of the principal act – the Public Administration Management Act (PAMA). We urge the Department of Public Service and Administration (DPSA) and Parliament to consider amendments to PAMA (and/or other relevant legislation) in order to include all organs of state under improved integrity management systems.
