A toolbox is a container to organise, carry and protect tools (e.g. spanner, screwdriver, hammer, nails etc). A toolbox for municipal planning and participation is a curated collection of tools, resources, guidelines, templates, checklists and good practices designed to support and enhance the capabilities of different stakeholders at the local level.

Introduction to the COMPACT Toolbox

The COMPACT Toolbox is a set of practical, accessible and actionable tools and resources that municipal stakeholders, civil society and communities can use to improve planning, participation and oversight in local government in South Africa.

The COMPACT Toolbox exists within an ecosystem of local government tools, resources and materials that have been developed over the years. The Toolbox is an online repository consisting of tools developed by the COMPACT programme, as well as resources developed by government departments, civil society organisations and research institutions.

The COMPACT Toolbox is arranged in terms of the following themes, with outputs developed by COMPACT as well as other organisations:
