Integrated Development Plan (IDP) Resources
The Integrated Development Plan (IDP) is a critical tool for local government in South Africa, guiding the strategic planning and development of municipalities. Despite its importance, there are structural and operational issues that hinder the IDP’s effectiveness, particularly regarding community participation. COMPACT has developed a user-friendly roadmap setting out the phases of the Integrated Development Plan (IDP) process and showing how communities and other stakeholders can participate. The poster is accompanied by a guide that provides a simplified narrative overview of the IDP process, drawing on official guidelines and other documents.
The Department of Cooperative Governance (DCoG) has developed a framework and guidelines for Integrated Development Planning (IDP) in South African municipalities, which are used by municipal officials.
- DCoG (2021) Integrated Development Planning Guideline for Metropolitan Municipalities
- DCoG (2020) Revised Integrated Development Planning Guidelines for all Categories of Municipalities
- DCoG (2012) Revised IDP Framework for Municipalities Outside Metros and Secondary Cities
Afesis has developed a useful video for communities and civil society which visually sets out the IDP process.
