The COMPACT Toolbox is Live!
The COMPACT programme is a partnership between PARI, the South African Local Government Association (SALGA) and Integrity Action. In 2026 the partnership culminated in the development of a toolbox which comprises a set of practical, accessible, and actionable tools that municipal stakeholders, CSOs and communities can use to improve planning, participation, and oversight in local government in South Africa. The COMPACT Toolbox is an online repository consisting of tools developed by the programme, as well as resources developed by other government departments, CSOs and research institutions. The Toolbox is arranged in terms of the following themes:

- Community Participation Index
- Civic Education
- Enhancing Youth Participation in Local Government
- Integrated Development Plan (IDP) Resources
- Strengthening Ward Committees
- Municipal Performance Management
- Municipal Financial Transparency
- e-Participation in Municipalities
- Asset Based Community Development (ABCD)
The Toolbox is meant for a range of different stakeholders at the local level: political office-bearers, ward councillors, senior managers, municipal officials, ward committee members, community organisations, and residents. The tools emphasise the importance of inclusivity and participation from all stakeholders involved in local government.
